The Master Plan is being coordinated by the Planning Department. Planning staff will work closely with the consultants, Portsmouth Listens and the Planning Board and City Council to ensure that the plan is successful, complete, and timely.
City staff will be assisted by a multi- disciplinary consulting team led by NBBJ, an architecture and urban design firm based in Boston (www.nbbj.com). NBBJ has worked with communities nationally to produce award-winning collaborative plans. The consulting team also includes Nelson\Nygaard to assist with transportation and mobility, and Nitsch Engineering for sustainable site development.
As a part of the public outreach for this 2015 Master Plan, Portsmouth Listens (portsmouthlistens.org) will convene two rounds of study circles. The first round was held in May of 2015 and deliberated on what worked and what didn't work in our last plan, and what our City's vision should be for 2025. The second round will begin in May 2016 to review the Draft Master Plan and provide feedback.
The Planning Board has the final responsibility for adopting the Master Plan. Over the next year, the Planning Board will be having periodic work sessions with city staff and consultants as a part of this process.
Many of the recommendations of the Master Plan, such as ordinance changes and capital expenditures, will ultimately require action by the City Council. For this reason, the final Master Plan will be presented to the City Council for endorsement.
